W. Chan Jai Kwong was at one time the head Interpreter, but for some reason or other with which I am imperfectly acquainted, he was superseded by Mr Flogaris. At the same time, Mr Chan Jai Kwong is by no means a perfect interpreter. Although he has a fair knowledge of law, as well as a fair knowledge of English for a foreigner, he is very often at fault and is liable to make serious mistakes.
I should imagine that Mr Rozario's shortcomings are due as much to a want of thorough acquaintance with the idioms of the English language as to his imperfect pronunciation of English.
I have at various times stated the opinion of persons quite competent to form a fair estimate of Mr Rozario's capacity as an interpreter, and have found their opinion unfavorable.
